In Waverly, US-23 is not a highway you have to find — it is the main street. It runs through the middle of town as West and East Emmitt Avenue, carrying SR-104 and SR-335 along with it, and the four-lane divided section opens up as soon as the built-up blocks end at the north edge of the village.
From there it is roughly seventeen miles of Scioto River valley. The highway follows the river north through flat bottomland, crosses out of Pike County into Ross County, and stays four-lane the entire way. There is nothing to turn onto and no town centre to slow you down — the drive is essentially one road.
The only decision comes at Chillicothe, where US-23 swings east around the city and runs together with US-35. Follow the signs for Columbus and stay with US-35 west as it curves back along the north side of town. The Bridge Street exit is the one you want, and its westbound ramp lets you out directly onto North Plaza Boulevard — the short street of hotels and medical offices just north of the interchange. Number 37 is about a fifth of a mile in. Coming from the south you never have to drive through downtown Chillicothe at all.

Waverly is the seat of Pike County and has been since 1861, when the county seat was moved there from Piketon after several years of political wrangling. Its 2020 census population was 4,165, which makes it the largest community in the county and the place most of Pike County drives to for county business.
The town owes its position to water. It sits on the Scioto River, and the Ohio and Erie Canal was completed to Waverly in the early 1830s — the canal, not the highway, is why the town is where it is. Part of that old canal channel survives inside Lake White State Park on the south-west edge of town, where the lake itself was built by the Works Progress Administration during the Depression.
For our purposes the useful geography is simple: Waverly and Chillicothe sit on the same river and the same road. Ross County is the next county north, and US-23 connects the two county seats without a single turn.
